I.
Purpose
Medical evidence clearly shows that smoking, either mainstream or second hand is harmful to the health of smokers and non-smokers. In an effort to comply with the spirit of local clean air ordinances and the need to provide a healthy environment for persons served and staff, Tarry House, Inc. will inform persons served and staff about the hazards of smoking, offer smoking cessation programs and implement a smoke free environment. All persons served, staff, family members and visitors are expected to comply with the smoking regulations detailed in this policy.
II.
Policy
Education-Smoking Cessation
Each person served and staff member who is a smoker will be informed of the potential harmful effects of continued smoking and offered the opportunity to participate in a smoking cessation program. Persons served and staff who seeks specific treatment for smoking cessation will be supported in this effort.
Persons served, staff and visitors will be informed of the smoke free environment policy and of the corrective action to be implemented upon infringement of the policy.
Designated Smoke Free Areas
· All residential buildings
· All areas in which fire or safety hazards exist
· Any vehicle owned or leased by Tarry House, Inc.
Designated Smoking Areas
Persons served and staff are permitted to smoke only in outdoor designated areas. Tarry House, Inc. has designated outdoor smoking areas for persons served, staff, family members and visitors in accordance with safety standards.
Outdoor ashtrays are provided and expected to be used.
“No Smoking Signs” will be posted
in areas throughout the agency.
III.
Procedure
All Tarry House employees have the responsibility of educating persons served to Tarry House, Inc.’s smoke free policy. Policy information will be presented to persons served upon admission and shall be discussed and reinforced throughout his/her stay.
If requested by the person served and or his/her guardian, staff may safeguard cigarettes and smoking materials for the persons served in the designated locked areas. Persons served will receive their cigarettes and smoking materials at his/her request. Should the person request that his/her cigarettes be given to them at certain times this must be documented clearly in that person’s Individual Recovery Plan and signed by the person served and/or his/her guardian. Staff, on all shifts, will have access to the locked areas where persons served’ cigarettes and smoking materials are kept to accommodate the person’s requests.
Cigarettes cannot be used as “reinforcers”, nor can they be used as part of any token economy or other behaviorally based program.
Enforcement/Disciplinary Action
Persons served and staffs who smoke will be informed that there will be consequences for smoking in designated smoke free areas.
Employees who smoke in smoke free areas will have corrective action taken by their immediate supervisor and this will be channeled to the appropriate levels.
Persons served who smoke in smoke free areas will be counseled by staff. The person served’ treatment team will be notified and will be responsible for developing a plan of action to prevent future smoking infractions. The person served will be informed of the consequences of continued smoking infractions and the new recovery plan must be implemented by all staff across all shifts. Persons served who continue to break smoking rules will be asked to leave the program.
